That is one of the goals set out in the draft project “Enhancing Vietnamese labor skills to 2030, with a vision to 2045” being consulted by the Ministry of Labor, Invalids and Social Affairs. , industry, unit.
The socio-economic development strategy for the period 2021 – 2030 has identified the human factor as the center, the most important subject, resource, and goal of development. Comprehensive development of human resources, especially human resources with high vocational skills, is considered a breakthrough solution contributing to the successful implementation of strategic goals, leading to rapid, sustainable, and powerful development of the country.
To perform the assigned tasks in Resolution No. 50/NQ-CP dated May 20, 2021, of the Government, over the past time, the Ministry of Labor, War Invalids, and Social Affairs has coordinated with other ministries, branches, and agencies. related to organizing research and development of the project “Raising Vietnam’s labor skills to 2030, with a vision to 2045”.
Objectives of the Project
The target is built based on the strategic indicators and solutions of the socio-economic development strategy in the new period with the orientation of developing workers’ vocational skills and meeting the requirements of socio-economic development. and effectively participate in the international labor market; based on the international experience of some G20 economies on how to set targets according to the set of indicators for WISE and STEP skills development strategies; based on the labor force skills indexes under pillar 6 of the country’s competitiveness index mentioned in the World Economic Forum’s global competitiveness report (GCI 4.0). , WEF 2019) and several criteria groups accompanied by researched and selected indicators suitable for practice in Vietnam.
Regarding the specific target by 2030, the national occupational skills level will be standardized for about 50% of the labor force. Of which, over 30% of highly qualified workers have national occupational skills level 4, 5, or equivalent, in which priority is given to workers working in key industries and occupations, applying technology. new, high-tech; employees in key economic sectors, priority, sustainable socio-economic development program. About 70% of workers reach the remaining qualifications, in which priority is given to young people from 15 to 30 years old; workers who are working in enterprises, and disadvantaged workers.
Second, ensure access to training, vocational skills development, and lifelong learning for over 70% of the workforce. Newly build and update about 500 sets of national occupational skills standards, 500 sets of knowledge question banks, and practice tests corresponding to each occupation to develop output standards according to national occupational skills standards, develop training programs and materials, training and improve professional skills.
Developing a system of 200 vocational skills assessment organizations, of which 60% are enterprises; 40% of vocational skills assessment organizations can conduct assessments and issue national occupational skills certificates online.

Invest in and develop 3 national key vocational skill assessment organizations and 10 regional key vocational skills assessment organizations; 01 national center, and 03 regional centers forecast future skills to meet the needs of developing labor skills in the new period.
At least 50 industry-level skill councils are established; 50% of colleges and 50% of other training institutions have grassroots skill councils.
Training and developing 10,000 national occupational skills auditors, of which about 60% are enterprise auditors.
50% of the workforce is surveyed, and statistics and information on skills shortages and skill gaps for specific occupations are.
Third, improve the quality of labor through training and retraining, improving vocational skills associated with assessment and certification of national occupational skills, and ensuring that over 90% of workers are standardized to meet the requirements of the domestic labor market and effectively participate in the international labor market.
Raising the ranking of the occupational skills index of the workforce in the top 80 countries.
The percentage of employees who have been trained, re-trained, and improved in vocational skills associated with assessment and recognition of their national occupational skills who have jobs and maintain jobs at enterprises is 85%. In, 90% are recruited and used by enterprises to assess satisfaction with labor quality; 90% of employees are recruited, employed, and paid wages and salaries according to skill level and professional capacity.
Fourth, strive for 80% of employees working at enterprises to be trained, fostered, and equipped with basic skills and capacities; towards universalizing basic skills and competencies for workers.
